ਚੰਡੀਗੜ੍ਹ: 21 ਦਸੰਬਰ (ਬਬ) : ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਈ.ਟੀ.ਟੀ. ਅਤੇ ਬੀ.ਐੱਡ. ਮੁਫਤ ਸਹੂਲਤ ਪ੍ਰਾਪਤ ਸਿਖਿਆਰਥੀਆਂ ਨੂੰ ਟੀਚਿੰਗ ਪ੍ਰੈਕਟਿਸ ਦੋਰਾਨ ਸਬੰਧਤ ਸਕੂਲ ਮੁਖੀਆਂ ਵਲੋ' ਸਕੂਲ ਵੈਲਫੇਅਰ ਫੰਡ ਵਾਸਤੇ ਲਈ ਜਾਣ ਵਾਲੀ ਰਾਸ਼ੀ ਤੋ' ਛੋਟ ਦੇਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ।
ਇਸ ਗੱਲ ਦੀ ਜਾਣਕਾਰੀ ਦਿੰਦੇ ਹੋਏ ਅੱਜ ਇਥੇ ਸਿਖਿਆ ਵਿਭਾਗ, ਪੰਜਾਬ ਦੇ ਇਕ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਸਬੰਧ ਵਿਚ ਰਾਜ ਦੇ ਸਮੂਹ ਜ਼ਿਲ੍ਹਾ ਸਿਖਿਆ ਅਫਸਰਾਂ ਨੂੰ ਹਦਾਇਤਾ ਜਾਰੀ ਕਰ ਦਿਤੀਆਂ ਗਈਆਂ ਹਨ।
ਇਥੇ ਇਹ ਜ਼ਿਕਰਯੋਗ ਹੈ ਕਿ ਸਕੂਲ ਵੈਲਫੇਅਰ ਫੰਡ ਵਾਸਤੇ ਪਹਿਲਾਂ ਇਹਨਾਂ ਸਿਖਿਆਰਥੀਆਂ ਤੋ' ਈ.ਟੀ.ਟੀ. ਲਈ 300 ਰੁਪਏ ਅਤੇ ਬੀ.ਐੱਡ. ਲਈ 500 ਰੁਪਏ ਲਏ ਜਾਂਦੇ ਸਨ। Punjab starts radio classrooms in govt schools

AMRITSAR: The Punjab government is committed to upgrade primary education and decided to adopt different mediums and interesting manners to develop more interest for education amongst tender minds. After comprehensive
study it was found that by using the medium of radio, some tough concepts could be explained to the kids in a simple manner and the special radio classroom initiative would also help the young minds to concentrate on studies.

The Punjab government has started Radio Classrooms in all government Primary Schools from December 20 under its Parvesh Project, aimed to bring qualitative improvement in primary education. Under this new arrangement a special 20 minutes education programme would be telecast through regional centre of FM Jalandhar, FM Rainbow, Jalandhar, Local Radio Station, Bathinda and Patiala from 2:30 PM to 2:50 PM for primary education.

This new initiative was aimed to impart education on selected subjects in a simple but an interesting manner by using the strong medium of radio. The Education Minister Mr. Sikandar Singh Malooka has directed Mr. K.S. Pannu, Director General School Education to ensure provision of radio sets in all the government primary schools besides educating the teachers about the channel and its frequency for this new radio classroom system.

He has also directed to finalize the schedule for telecast of radio programme so that the concerned teachers could organize their students before the start of this programme. ਡਕਾਲਾ, (ਨਰਿੰਦਰ)-ਪੰਜਾਬ ਸਰਕਾਰ ਵਲੋਂ ਪੰਜਾਬ ਦੇ ਬੀ. ਐੱਡ. ਤੇ ਈ. ਟੀ. ਟੀ. ਪਾਸ ਬੇਰੋਜ਼ਗਾਰਾਂ ਲਈ ਦੂਜੀ ਵਾਰ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ (ਟੀ. ਈ. ਟੀ.) ਦਾ ਮੌਕਾ ਦੇਣ ਲਈ ਸਰਕਾਰ ਵਲੋਂ ਪ੍ਰਕਿਰਿਆ ਦੀ ਰੂਪ-ਰੇਖਾ ਨੂੰ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ ਪਰ ਜ਼ਿਲਾ ਪਟਿਆਲਾ ਤੇ ਵੱਖ-ਵੱਖ ਸ਼ਹਿਰਾਂ, ਕਸਬਿਆਂ 'ਚ ਕੋਚਿੰਗ ਸੈਂਟਰਾਂ ਵਲੋਂ ਵੰਡੇ ਜਾ ਰਹੇ ਇਸ਼ਤਿਹਾਰਾਂ ਨੇ ਬੀ. ਐੱਡ. ਅਤੇ ਈ. ਟੀ. ਟੀ. ਪਾਸ ਬੇਰੋਜ਼ਗਾਰਾਂ ਲਈ ਪੰਜਾਬ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ (ਟੀ. ਈ. ਟੀ.) ਦੀ ਤਰੀਕ ਦਾ ਐਲਾਨ ਕਰਕੇ ਇਨ੍ਹਾਂ ਬੇਰੋਜ਼ਗਾਰਾਂ 'ਚ ਹੜਕੰਪ ਮਚਾ ਦਿੱਤਾ ਹੈ। ਇਸ ਸਬੰਧੀ ਜ਼ਿਲਾ ਪਟਿਆਲਾ ਦਿਹਾਤੀ ਬੀ. ਐੱਡ. ਤੇ ਈ. ਟੀ. ਟੀ. ਬੇਰੋਜ਼ਗਾਰ ਯੂਨੀਅਨ ਦੇ ਆਗੂਆਂ ਅਨਿਲ ਕੁਮਾਰ, ਸਤੀਸ਼ ਕੁਮਾਰ, ਬਲਕਾਰ ਸਿੰਘ, ਧਰਮਦਾਸ ਆਦਿ ਨੇ ਕੋਚਿੰਗ ਸੈਂਟਰ ਦੇ ਉਸ ਇਸ਼ਤਿਹਾਰ ਦੀ ਕਾਪੀ ਪੱਤਰਕਾਰ ਨੂੰ ਸੌਂਪਦੇ ਹੋਏ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ ਦੇ ਨਾਂ 'ਤੇ ਬੇਰੋਜ਼ਗਾਰਾਂ ਨਾਲ ਸ਼ਰੇਆਮ ਧੋਖਾ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ। ਯੂਨੀਅਨ ਦੇ ਆਗੂਆਂ ਨੇ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲਾ ਪਟਿਆਲਾ ਤੋਂ ਲੈ ਕੇ ਸਮਾਣਾ, ਨਾਭਾ, ਦੇਵੀਗੜ੍ਹ, ਭੁੰਨਰਹੇੜੀ, ਬਲਬੇੜ੍ਹਾ ਆਦਿ ਹੋਰਨਾਂ ਕਸਬਿਆਂ ਵਿਚ ਇਹ ਇਸ਼ਤਿਹਾਰ ਵੰਡੇ ਜਾ ਰਹੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿਚ ਇਹ ਸਪੱਸ਼ਟ ਲਿਖਿਆ ਹੋਇਆ ਹੈ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਲੋਂ ਪੰਜਾਬ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ (ਪੀ. ਟੀ. ਈ. ਟੀ.) ਲਈ ਫਾਰਮ ਭਰਨ ਦੀ ਆਖਰੀ ਮਿਤੀ 31 ਦਸੰਬਰ 2012 ਤੇ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ ਦੀ ਮਿਤੀ 20 ਜਨਵਰੀ 2013 ਤੇ ਇਸ ਪ੍ਰੀਖਿਆ ਦੇ ਨਤੀਜੇ ਦੀ ਮਿਤੀ 28 ਜਨਵਰੀ 2013 ਸਾਫ-ਸਾਫ ਲਿਖੀ ਹੋਈ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਸ ਇਸ਼ਤਿਹਾਰ 'ਤੇ ਹੋਰ ਜਾਣਕਾਰੀ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਕੁਝ ਫੋਨ ਨੰਬਰ ਵੀ ਦਿੱਤੇ ਗਏ ਹਨ, ਜੋ ਕਿ ਫਿਲਹਾਲ ਬੰਦ ਹਨ ਤਾਂ ਕਿ ਬੇਰੋਜ਼ਗਾਰਾਂ ਤੋਂ ਪ੍ਰੀਖਿਆ ਦੀ ਤਿਆਰੀ ਤੇ ਫਾਰਮ ਭਰਵਾਉਣ ਦੇ ਨਾਂ 'ਤੇ ਮੋਟੀ ਫੀਸ ਵਸੂਲ ਕੀਤੀ ਜਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਇਸ ਸੂਚਨਾ ਨੇ ਸ਼ਹਿਰਾਂ, ਕਸਬਿਆਂ ਤੇ ਪਿੰਡਾਂ ਦੇ ਬੇਰੋਜ਼ਗਾਰ ਨੌਜਵਾਨਾਂ ਨੂੰ ਭੰਬਲ-ਭੂਸੇ 'ਚ ਪਾ ਦਿੱਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਇਸ ਤਰ੍ਹਾਂ ਦੀ ਗੈਰ-ਜ਼ਿੰਮੇਦਾਰ ਸੂਚਨਾ ਜਾਰੀ ਕਰਨ ਵਾਲੇ ਵਿਅਕਤੀਆਂ ਖਿਲਾਫ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ। ਯੂਨੀਅਨ ਦੇ ਆਗੂਆਂ ਅਨਿਲ ਕੁਮਾਰ, ਸਤੀਸ਼ ਕੁਮਾਰ ਤੇ ਹੋਰਨਾਂ ਨੇ ਪੰਜਾਬ ਦੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਸਿਕੰਦਰ ਸਿੰਘ ਮਲੂਕਾ ਤੋਂ ਮੰਗ ਕੀਤੀ ਕਿ ਸਰਕਾਰ ਨੂੰ ਜਲਦੀ ਹੀ ਪੰਜਾਬ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ ਬਾਰੇ ਸਥਿਤੀ ਨੂੰ ਸਪੱਸ਼ਟ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਤਾਂ ਕਿ ਬੇਰੋਜ਼ਗਾਰ ਨੌਜਵਾਨਾਂ ਦੀ ਸ਼ੰਕਾ ਦੂਰ ਹੋ ਸਕੇ ਤੇ ਉਨ੍ਹਾਂ ਨਾਲ ਪ੍ਰੀਖਿਆ ਦੇ ਨਾਂ 'ਤੇ ਕੋਈ ਧੋਖਾਦੇਹੀ ਨਾ ਹੋ ਸਕੇ। ਯੂਨੀਅਨ ਆਗੂਆਂ ਨੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਤੋਂ ਗੁਹਾਰ ਲਗਾਈ ਹੈ ਕਿ ਪੰਜਾਬ ਵਿਚ ਅਧਿਆਪਕਾਂ ਦੀ ਕੀਤੀ ਜਾ ਰਹੀ ਭਰਤੀ ਤੋਂ ਪਹਿਲਾਂ ਸਰਕਾਰ ਨੂੰ ਪੰਜਾਬ ਅਧਿਆਪਕ ਯੋਗਤਾ ਪ੍ਰੀਖਿਆ ਲਈ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਪੂਰਾ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਤਾਂ ਕਿ ਵੱਧ ਤੋਂ ਵੱਧ ਨੌਜਵਾਨਾਂ ਨੂੰ ਰੋਜ਼ਗਾਰ ਦਾ ਮੌਕਾ ਮਿਲ ਸਕੇ

In a violation of the Right to Education Act, students of most of the government schools in the district are cleaning utensils after having their mid-day meals.

The students of government schools studying in classes up to VIII standard are provided with mid-day meals under a government scheme so as to improve their attendance in schools and to reduce the drop-out rate.

Though the education authorities concerned are well aware of the fact that students cannot be asked to clean utensils, the practice is going on in most of the schools here.

A visit to various government schools during the half time revealed that a majority of them were violating the norms under the Right to Education (RTE) Act with impunity. The practice is going unchecked not only at schools in rural areas but also at some schools located in the town.

When a teacher was asked why students were cleaning utensils, she replied that it was a good etiquette. "The students of our school not only wash hands after having their meals, but also clean utensils. It shows that they are very obedient and have good manners," said a teacher of a government school in Muktsar town.

However, a majority of students said they had been cleaning utensils regularly following the orders of their teachers, as cooks were already short-numbered and overburdened.

When contacted, District Education Officer Gurinderpal Kaur said, "The issue has come to my notice and I have even written to the higher-ups apprising them about the violation. Besides, an action has also been recommended against the cook of a Government Primary School in Bhullar village where students were recently found cleaning utensils."

She added, "The Director General of School Education (DGSE) has also been informed about the matter.
