Teachers asked to engage in non-teaching work after school hours; move criticised by unions

The education department has directed that teachers should not be engaged in non-teaching work during the schools hours as it affects the studies of children. However, at the same time, the district education officers have been directed to engage teachers in non-academic work only during the "after school hours".
"This implies that teachers have to put in extra work after the regular working hours for all kinds of non academic work. The worst part is that none of the non-academic works is a sitting job. Teachers are given all kinds of odd jobs that no other department does and it involves a lot of travel at one's own expenses," said the district president of the Government Lecturers Union, Iqbal Singh.
The orders of the Director General of School Education (DGSE) have invited flak from different teacher unions who advocate that teachers should not be given any kind of non-academic work.
It may be mentioned that teachers are appointed as booth level officers (BLO) for preparing voters' lists and other election related work. Currently, the work on revising the voters' list for the Lok Sabha elections is going on. Most of the BLOs appointed are teachers from various schools who have been put on the job much against their wishes. "The role of the BLO is not limited to upgrading the lists manually. We have to visit every household and locate the voters. In the case of villages where voters have shifted their homes, we have to go all the way to the village outskirts to delete or include the names of the voters. It is tiring and confusing to work in bigger villages like Mehraj and Bhai Rupa," confessed a BLO from the Bhucho Mandi area.
Besides these non-academic works, teachers are also supposed to perform other tasks that are bracketed as academic but have nothing to do with studies.
Teachers are supposed to maintain the accounts of the mid-day meal scheme, open bank accounts of students for stipend, disburse and maintain the records of stipend distributed and maintain the registers for continuous and comprehensive evaluation (CCE).
"This leaves us with little work for planning lessons to be taught the next day. When the government has bound us to deliver excellent results under the Right to Education (RTE) Act, it should also ensure that we get the right kind of atmosphere to teach the children," added the district president of the Democratic Teachers' Front (DTF) Paramjit Singh Jeeda.
DGSE’s orders flouted
While there is much din over assigning non-academic duties during the school hours, the DGSE's orders are being disobeyed openly. During his recent visit to Bathinda and subsequent meeting with heads of district schools in Bathinda on June 16, DGSE Kahan Singh Pannu raised serious objections to teachers (designated as BLOs) missing from their school at village Gehri Devi. The BLOs had gone to submit "daak" (documents to be sent by post) during the school hours. — TNS

The education department has revised the Rationalisation Policy after strong criticism from schoolteachers. The decision of the revision was taken in a meeting of Director General School Education (DGSE) with District Education Officers at the head office.
The education department has done major 10 changes in Rationalisation Policy issued on August 7 according to the suggestions of district education officers and experts.
This revised policy provided a little relief to school lecturers. Now the schoolteachers would take 34 periods instead of 36 periods in a week.
According to the Director General of School Education, lecturers teach senior secondary classes so they have to prepare the lecture. The DGSE exempted their two lectures.
According to this revised Rationalization policy, now Classical and Vernacular (C&V) Cadre have to take care of near by schools also. As per the instructions, if any post of the PTI and art and craft teacher is vacant at nearby school then these teachers have to take half of periods in other school. These teachers would be deputed for three days in one school and three days in other.
Meanwhile, the teacher organisations are still unhappy from department as they alleged that the DGSE not addressed to their demands.
Ramandeep Singh, Democratic Employees Front said, “Nothing was changed in this revised policy. The attention behind this policy is to make the teachers surpluses in schools by abolishing the posts. Otherwise, if the government implements the teache’s ration suggested in Right to Education then they have to recruit thousands of teachers. So the government changed the ration of teacher student in this Rationalisation policy.”

ਧਰਨੇ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ, ਜਥੇਬੰਦੀ ਦੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਧਾਨ ਨਵਨੀਤ ਅਨਾਇਤਪੁਰੀ ਨੇ ਕਿਹਾ ਕਿ ਸਰਕਾਰ ਅਧਿਆਪਕਾਂ ਦਾ ਸ਼ੋਸ਼ਣ ਤੇ ਉਜਾੜਾ ਕਰਨ ‘ਤੇ ਤੁਲੀ ਹੋਈ ਹੈ। ਨਵੀਂ ਰੈਸ਼ਨੇਲਾਈਜ਼ੇਸ਼ਨ ਪਾਲਿਸੀ ਵਿਚ ਅਧਿਆਪਕ-ਵਿਦਿਆਰਥੀ ਅਨੁਪਾਤ 1:30 ਤੋਂ ਵਧਾ ਕੇ 1:45 ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ, ਜੋ ਕਿ ਆਰ.ਟੀ.ਆਈ. ਐਕਟ-2009 ਦੀ ਉਲੰਘਣਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਜਿਹਾ ਕਰਕੇ ਸਰਕਾਰ ਅਧਿਆਪਕਾਂ ਨੂੰ ਸਰਪਲਸ ਦਿਖਾਉਣਾ ਚਾਹੁੰਦੀ ਹੈ, ਤਾਂ ਕਿ ਨਵੀਂ ਭਰਤੀ ਨਾ ਕੀਤੀ ਜਾਵੇ।
ਸੂਬਾ ਕਮੇਟੀ ਮੈਂਬਰ ਹਾਕਮ ਸਿੰਘ ਖਨੌੜਾ ਨੇ ਕਿਹਾ ਕਿ ਪ੍ਰਾਇਮਰੀ ਅਧਿਆਪਕਾਂ ਨੂੰ ਤਿੰਨ ਮਹੀਨਿਆਂ ਤੋਂ ਤਨਖਾਹਾਂ ਵੀ ਜਾਰੀ ਨਹੀਂ ਕੀਤੀਆਂ ਗਈਆਂ, ਜਿਸ ਕਾਰਨ ਉਨ੍ਹਾਂ ਦਾ ਵਿੱਤੀ ਸੰਤੁਲਨ ਵਿਗੜ ਗਿਆ ਹੈ। ਜਥੇਬੰਦੀ ਵੱਲੋਂ ਸਰਕਾਰ ਦੇ ਨਾਮ ਦਿੱਤੇ ਮੰਗ ਪੱਤਰ ਵਿਚ ਮੰਗ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਨਵੀਂ ਰੈਸ਼ਨੇਲਾਈਜੇਸ਼ਨ ਪਾਲਿਸੀ ਰੱਦ ਕੀਤੀ ਜਾਵੇ, ਪ੍ਰਾਇਮਰੀ ਅਧਿਆਪਕਾਂ ਦੀਆਂ ਤਨਖਾਹਾਂ ਤੁਰੰਤ ਦਿੱਤੀਆਂ ਜਾਣ, ਸਿੱਖਿਆ ਪ੍ਰੋਵਾਈਡਰਜ਼, ਐਸ.ਏ./ ਰਮਸਾ/ ਸੀ.ਐਸ.ਐਸ. ਅਧਿਆਪਕਾਂ ਅਤੇ ਐਸ.ਐਸ.ਏ. ਨਾਨ-ਟੀਚਿੰਗ ਸਟਾਫ ਨੂੰ ਤੁਰੰਤ ਪੂਰੇ ਸਕੇਲ ‘ਤੇ ਰੈਗੂਲਰ ਕੀਤਾ ਜਾਵੇ, ਟੀ.ਈ.ਟੀ. ਟੈਸਟ ਰੱਦ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਨਵੀਂ ਭਰਤੀ ਦਾ ਇਸ਼ਤਿਹਾਰ ਜਲਦੀ ਦਿੱਤਾ ਜਾਵੇ।
ਇਸੇ ਦੌਰਾਨ ਇਸੇ ਸਬੰਧ ਵਿਚ ਹੀ ਮਾਸਟਰ ਕੇਡਰ ਯੂਨੀਅਨ ਦੀ ਮੀਟਿੰਗ ਵੀ ਇਥੇ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਧਾਨ ਸ੍ਰੀਮਤੀ ਸੁਨੀਲ ਕੁਮਾਰੀ ਸ਼ਰਮਾ ਦੀ ਅਗਵਾਈ ਹੇਠ ਹੋਈ, ਜਿਸ ਵਿਚ ਸੂਬਾ ਪ੍ਰਧਾਨ ਗੁਰਪ੍ਰੀਤ ਸਿੰਘ ਰਿਆੜ ਸ਼ਾਮਲ ਹੋਏ। ਇਸ ਮੌਕੇ ਪਾਸ ਕੀਤੇ ਗਏ ਮਤੇ ਵਿਚ ਜਥੇਬੰਦੀ ਨੇ ਨਵੀਂ ਰੈਸ਼ਨੇਈਜੇਸ਼ਨ ਪਾਲਿਸੀ ਨੂੰ ਮੁੱਢੋਂ ਰੱਦ ਕਰਦਿਆਂ ਸਰਕਾਰ ਦੇ ਮੁਲਾਜ਼ਮ ਵਿਰੋਧੀ ਵਤੀਰੇ ਦੀ ਸਖ਼ਤ ਨਿੰਦਾ ਕੀਤੀ। ਸੂਬਾ ਕਮੇਟੀ ਮੈਂਬਰ ਸੁਨੀਤਾ ਸਿੰਘ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਸਬੰਧੀ ਚਰਚਾ ਕਰਨ ਲਈ ਜਥੇਬੰਦੀ ਦੀ ਰਾਜ ਪੱਧਰੀ ਮੀਟਿੰਗ 26 ਅਗਸਤ ਨੂੰ ਵੀਰ ਹਕੀਕਤ ਰਾਏ ਸਕੂਲ ਪਟਿਆਲਾ ਵਿਖੇ ਰੱਖੀ ਗਈ ਹੈ। ਇਸ ਦੌਰਾਨ ਹੀ ਜਥੇਬੰਦੀ ਦੇ ਅਹੁਦੇਦਾਰਾਂ ਦੀ ਨਵੇਂ ਸਿਰਿਓਂ ਚੋਣ ਵੀ ਕੀਤੀ ਜਾਵੇਗੀ।
