ਬਦਲੀਆਂ ਲਈ ਅਧਿਆਪਕਾਂ ਤੋਂ ਅਰਜ਼ੀਆਂ ਮੰਗੀਆਂ

ਸਿੱਖਿਆ ਵਿਭਾਗ ਨੇ ਅਧਿਆਪਕਾਂ ਤੋਂ ਉਨ੍ਹਾਂ ਦੀਆਂ ਆਮ ਬਦਲੀਆਂ ਲਈ 17 ਮਈ ਤੱਕ ਅਰਜ਼ੀਆਂ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਵਿਭਾਗ ਵੱਲੋਂ ਅੱਜ ਹੀ ਸਕੂਲਾਂ ਨੂੰ ਜਾਰੀ ਇੱਕ ਪੱਤਰ ਅਨੁਸਾਰ ਇਹ ਅਰਜ਼ੀਆਂ ਸਕੂਲ ਮੁਖੀਆਂ ਤੋਂ ਸਿਫ਼ਾਰਸ਼ ਕਰਵਾ ਕੇ ਮਿਥੇ ਸਮੇਂ ਤੱਕ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਦਫ਼ਤਰਾਂ ਵਿਖੇ ਭੇਜਣ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ। ਇਹ ਆਮ ਸਾਲਾਨਾ ਬਦਲੀਆਂ ਐਲੀਮੈਂਟਰੀ ਸਿੱਖਿਆ ਅਤੇ ਸੈਕੰਡਰੀ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਿਚ ਕੀਤੀਆਂ ਜਾਣੀਆਂ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿਚ ਪ੍ਰਾਇਮਰੀ ਅਧਿਆਪਕਾਂ ਤੋਂ ਇਲਾਵਾ ਮਾਸਟਰ ਕੇਡਰ, ਲੈਕਚਰਾਰ ਅਤੇ ਸਕੂਲ ਦੇ ਮੁਖੀ ਵੀ ਸ਼ਾਮਲ ਹਨ। ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਅਫ਼ਸਰ (ਸੈ.ਸਿ.) ਹਰਬੰਸ ਸਿੰਘ ਸੰਧੂ ਨੇ ਦੱਸਿਆ ਕਿ ਚਾਹਵਾਨ ਅਧਿਆਪਕ ਤੇ ਹੋਰ ਮੁਲਾਜ਼ਮ ਆਪਣੀਆਂ ਅਰਜ਼ੀਆਂ ਸਕੂਲ ਮੁਖੀਆਂ ਰਾਹੀਂ ਨਿਸ਼ਚਿਤ ਕੀਤੀ ਮਿਤੀ ਤੱਕ ਜ਼ਿਲ੍ਹਾ ਸਿੱਖਿਆ ਦਫ਼ਤਰ ਤੱਕ ਪਹੁੰਚਦੀਆਂ ਕਰਨ।
ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੱਲੋਂ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਜਾਰੀ ਇੱਕ ਬਿਆਨ ਅਨੁਸਾਰ ਇਹ ਬਦਲੀਆਂ ਖਾਲੀ ਥਾਵਾਂ ਉਪਰ ਹੀ ਕੀਤੀਆਂ ਜਾਣੀਆਂ ਹਨ ਅਤੇ ਜ਼ਿਲ੍ਹੇ ਦੇ ਅੰਦਰ ਬਦਲੀਆਂ ਦਾ ਨਿਪਟਾਰਾ ਜ਼ਿਲ੍ਹਾ ਪੱਧਰਾਂ ਉੱਪਰ ਹੀ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਅੰਤਰ ਜ਼ਿਲ੍ਹਾ ਬਦਲੀਆਂ ਲਈ ਡਾਇਰੈਕਟਰ ਸਿੱਖਿਆ ਵਿਭਾਗ ਨੂੰ ਅਧਿਕਾਰਤ ਕੀਤਾ ਗਿਆ ਹੈ। ਬਦਲੀਆਂ ਦੀ ਨੀਤੀ ਅਨੁਸਾਰ ਬਦਲੀਆਂ ਕਰਨ ਸਮੇਂ ਵਿਧਵਾਵਾਂ, ਅੰਗਹੀਣਾਂ, ਕੁਆਰੀਆਂ ਕੁੜੀਆਂ ਅਤੇ ਕਪਲ ਕੇਸਾਂ ਨੂੰ ਪਹਿਲ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ। ਪਿਛਲੇ ਸਾਲਾਂ ਦੇ ਬਦਲੀ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਜੇ ਇੱਕ ਸਟੇਸ਼ਨ ’ਤੇ ਆਉਣ ਵਾਲੇ ਚਾਹਵਾਨਾਂ ਦੀ ਗਿਣਤੀ ਜ਼ਿਆਦਾ ਹੋਵੇ ਤਾਂ ਪੇਂਡੂ ਖੇਤਰ ਵਿਚ ਲੰਬੀ ਸਟੇਅ ਵਾਲੇ ਕਰਮਚਾਰੀ ਨੂੰ ਪਹਿਲ ਦੇਣ ਦੀ ਨੀਤੀ ਅਪਣਾਈ ਜਾਂਦੀ ਰਹੀ ਹੈ।Shifted DEOs await new assignments 
Education Dept issues conflicting transfer orders

Four District Education Officers (DEOs) are without an office as they have been replaced by officials from other districts and have not been assigned new offices. 

This confusion is created after two subsequent transfer orders were issued by the department within a period of less than a month. The officials who have been without office for the past five days are DEOs of Ludhiana, Amritsar, Gurdaspur and Mansa.

In the first transfer order, issued on April 12, as many as 41 Class I officials, including principals, deputy DEOs, DEOs, and deputy directors were shifted. Less than a month later, 28 more department officials were transferred on May 9. Interestingly, names of 12 officials figured in both lists. It means that they were transferred twice in less than a month.

The officials who have not been allotted new offices are Sukhdev Singh Kahlon, Harkanwaljit Kaur, Leela Rani and Jaspal Singh. 

Sukhdev Singh Kahlon, principal, Government Senior Secondary School, Ghaniya Ke Bangar in Gurdaspur, has been elevated to DEO (Secondary), Gurdaspur. In his place, Inderjit Singh, principal, Government Senior Secondary School, Hoshiarpur, has been appointed, but Kahlon has not been given a new assignment.

Similarly, Harkanwaljit Kaur, who was DEO (S), Mansa, has not been assigned a new station, but in her place Harbans Singh Sandu, principal, Government Senior Secondary School, Mandawi (Sangrur), has been appointed. 

Paramjit Kaur, DEO (S), Fatehgarh Sahib, was shifted as DEO (E), Fatehgarh Sahib, in the first list. In the second list, she has been transferred to Ludhiana as DEO (S), where already Leela Rani is posted.

Sunita Kiran, principal, District Institute of Education and Training (DIET), Verka, was transferred as DEO (E), Tarn Taran. In the second list, she was transferred as DEO (E), Amritsar, where Jaspal Singh is occupying the post.

Interestingly, the transfer order issued by the department on May 9 stated that this order would be implemented only on the availability of vacancies.

There are officials who were first transferred out of their districts, but later brought back to their original district in the second list. 

For instance, Shinder Singh, DEO (E), Tarn Taran, was first transferred to Gurdaspur. In the second list, he was posted back to Tarn Taran.

Frequent change of officials may cast negative impact on projects being undertaken in elementary and secondary education such as special training resources, civil works, mid-day meal, inclusive education for disabled (IED) etc. 

ministerspeak Education Minister Sikandar Singh Maluka said the second list of transfers was issued after many officials expressed their inability to shift to new places. "To optimally utilise human resources, we preferred to keep these officials at the places of their choice," he said. On four DEOs without an office, he said they would be issued new stations in a couple of days. He said he would soon set up a cadre of senior education officials to be appointed as DEOs and circle officers.
